1.- For reason of their nature transports can be:
Transports by lorry are classified into public and private.
- Public transportations are those that are carried out by people who recive economic retribution.
- Private transportations are those that are carried out self-employed, either to satisfy particular necessities or to complement other main activities carried out by companies or establishments of the same fellow, and directly linked to the appropriate development of this activities. The private transports can have the two following modalities:
- Transport for private matters must fulfill the two following requirements: to be dedicated to satisfy the necessities of personal or domestic displacement of character of the holder of the vehicle and their relatives that in any case, except for the supposition of perception of diets or displacement expenses for their holder, the particular transport can give place to remunerations, not having this consideration the transports that serve as complement to Companies although these are family, autonomous, cooperative, civil particular societies.
- Transport as private complementary (MPC, XPC, VPC, VF) those that are carried out in the mark of their general performance for companies or establishments whose main purposes are not of transport, like necessary or appropriate complement for the correct development of the main activities that this companies or establishments carry out. They must complete the following conditions:
If it is transportation of goods, these will belong to the company or establishment, or to have been sold, bought, negotiated their sale or their purchase, given or taken in rent, produced, extracted, transformed or repaired by them.
If it is transportation of travelers, the users should be the workers or salaried of the respective centers or the assistants the same ones, according to their nature and purpose in the terms that reglamentariamente (art. 157 of ROTT) it is determined in order to assure the appropriate balance of the system of transports. The habitual transports of another type of users one will show off, except for test in contrary, as public transportations.
The transport will serve:
- To drive the goods or people to the company or establishment.
- To send the goods or people of the companies or establishments.
- To displace the goods or people, well the interior of a company or establishment, well outside of the same ones whenever it is about assisting to their internal own necessities.
The vehicles must be, like general rule, property of the companies or establishments, should be registered to name of the same ones. Nevertheless, the use of leased vehicles will be admitted when this possibility comes imposed by International Treaties, when the vehicles don't exceed the load capacity or the specific requirements of the companies are completed, as well as in those suppositions of mishaps of short duration of the usually used vehicle or when it is necessary for the inadequacy or inadequacy of the public transportation offer for the specific transport.
The vehicles should go in any event driven by the personnel characteristic of the company or establishment.
The transport won't be able to be hired neither billed in an independent way. The cost of the same one in any event will incorporate to the price of the products or services object of the main activity that carries out the company or establishment. Nevertheless, for exception, the Administration will be able to allow the independent perception of the price of the transport, when it is about travelers' complementary transport and the price doesn't exceed of the strict cost of the transport.
2.- For reason of their object the transports can be:
- Of travelers, when they are dedicated to carry out the displacements of people and their baggages in built and conditioned vehicles for such an end.
- Of goods, when they are dedicated to carry out displacements of goods, in built and conditioned vehicles for such an end.
- Mixed, when they are dedicated to the combined displacement of people and of goods in specially conditioned vehicles to such an end that they carry out the transport with the due separation. The mixed transports will be governed by the dispositions of LOTT that are applicable to their specific nature, according to what reglamentariamente settles down.
- The transports of travelers will be able to drive objects or responsibilities different from the baggages of the travelers, and the transports of goods, people different from the driver, when their transport is compatible with the technical characteristics of the vehicle, and the same one is authorized by the Administration, under the conditions that settle down in each case.
3.- The public transportations by lorry can be: regular or discretional.
- Of travelers: They are regular transports those that are made inside preset itineraries, and with subjection to calendars and preset schedules.
- Discretionary transports are those carried without subjection to itinerary, calendar or preset schedule.
- Of freights: will be considered as discretionary, even when they take place in the same ones an itinerary reiteration, calendar and schedule.
4.- The transports are classified according to the environment in which they are carried out, in interiors and international:
Interior transports are those that have their origin and destination inside the territory of the Spanish State, reflecting like general rule entirely inside this, although, for reason of their routes and in regimen of transport multimodal they will be able to not cross waters or air spaces belonging to the Spanish sovereignty. And these in turn you of they classify in:
- National, without limitation of field of action and they will enable to carry out the transport in the whole territory of the State.(Effective)

The specific determination of the special transports of character, as well as the establishment of the specific applicable conditions to each one of the same ones, will be carried out in the norms of development of LOTT. In any event they will be considered special transports that of dangerous goods, perishable products whose transport must be carried out in vehicles lower directed temperature, that of sick people or accident victims and the mortician.
6.- The regular public transportations of travelers can be:
- For their continuity, permanent or storms: They are regular permanent public transportations those that are carried out in a continuous way, to assist stable necessities of character. They are public transportations regular storms those dedicated to assist exceptional or of the situation traffics of character and of temporarily limited duration, although, it can be given in the same ones a periodic repetition, such as those of fairs, markets, vacations, or other similar ones.
- For their use, of general use or of special use: Exclusively regular public transportations of special use are those that are dedicated to serve, to a specific group of such users as school, workers, military, or homogeneous similar groups. They are regular public transportations of general use those which are addressed to satisfying a general demand.
