Commissions of the Plenary session

With the introduction of new Title X in Law 7/1985, of 2 of April, the Plenary session of the Local Organizations to which the denominated one is applied to them “Regime of Great Population” has Commissions, formed by the members that designate the political groups in proportion to the number of Advisers whom they have in the Plenary session.

Each Commission is integrated by seven advisers, so that its composition complies to the existing proportionality in the Corporation between the different represented political groups in the same, and will have President and Vice-president, that will be respectively the Insular Adviser the Area and Adviser that designates the President of the Plenary session, being the secretary the Secretary General of the Plenary session or civil servant in whom it delegates.

The Plenary Commissions, do not have governmental function, and can be:

  • Permanent: They are constituted with general character in order to know the matters that are to be put under the Plenary session, or which they solve in his delegation.
  • Nonpermanent: They are constituted for a concrete subject, considering his special characteristics, such as the Commissions of Investigation.
  • Special: Its creation comes determined by a Law or a Regulation or are from an agreement adopted by absolute majority, in plenary session, following a proposal by the President or of the quarter of the legal number of Advisers, such as the Special Commission of Accounts.

The functions of the present Plenary Commissions concentrate in:

  • The study, informs or consults of the subjects that there are to be put under the decision of the Plenary session.
  • The pursuit of the management of the President and the control systems, notwithstanding the superior control and control, that, with general character, corresponds to him to the Plenary session, whose effects, the Political Groups will be able to present/display motions, requests, questions and requests of appearance.
  • Those functions that the Plenary session delegates to him, in agreement with the arranged thing in the Law.

At the moment the Permanent Plenary Commissions, are the following:
  • Presidency and Property
  • Planning, Tourism, Municipal Cooperation and House
  • Social subjects
  • Highways and Transport
  • Culture, Historical Patrimony, Museums and Sports
  • Youth, Education and Woman
  • Waters, Agriculture, Cattle ranch and Fish
  • Economic development, Commerce and Use
  • Environment and Landscape
