Introduction
The Service of Agrarian Extension was created in Spain in 1953 with the purpose of helping farmers to take advantage of their resources. In 1981 the competencies were transferred from the Ministry of Agriculture to the Autonomous Communities, and finally, in 1990, they were transferred to the Insular Town councils, taking up as function and service characteristic of the Town councils the Insular Programs of Attendance, Technical Advice and the farmers' Qualification.
The Insular Program is developed fundamentally through the Offices of Agrarian Extension and Rural Development, applying a programming methodology for objectives, where every year an analysis of the situation of the agrarian situation is made and, based on this analysis and to the general objectives, an annual Plan of Work is settled down for all the Offices of Agrarian Extension.
Among the actions of this Annual Plan there are those of demonstrative and experimental character to make in the collaborating properties of this Corporation, as well as the formative agrarian activities on those aspects of bigger technological interest for the agrarian sector and the rural world in general.
