The Presidency of the Council of Tenerife is held by the first candidate of the most voted list within the electoral constituency, namely, the island of Tenerife. The Organic Regulations governing the Insular Council of Tenerife (Official Provincial Gazette of June 16 th 2005) - subsequent to their modification in view of the stipulations of Law 57/2003 of December 16 th, concerning Measures to Modernise Local Government, Law 7/1985 of April 2 nd, concerning the Regulation of the Fundaments of Local Government, Legislative Royal Decree 781/1986 of April 18 th, via which the Redrafted Text of the current Legal Regulations relating to Local Government was passed, and Royal Decree 2568/1986 of November 28 th, via which the Regulations for the Organisation, Operation and Legal System of Local Bodies was passed - assigns the following functions, amongst others, to the President of the Council:

 
  • Directing the politics, government and administration of the island of Tenerife.
  • Representing the Insular Council of Tenerife and presiding over all public acts at insular level.
  • Convening and presiding over the Plenary Session and the Council of the Insular Government.
  • Establishing the general directives for the actions of the Insular Government and ensuring that they are observed.
  • Proposing the Governmental Departments, to which the Council’s competences will be assigned, to the Plenary Session, along with the setting up and naming of the Permanent Committees of the Plenary Session and the organisation and structure of the Executive Insular Administration.
  • The highest responsibility for personnel of the Insular Administration.
  • The exercise of judicial and administrative actions assigned to the presidency and, in the event of an emergency, judicial and administrative actions that are the responsibility of the Plenary Session and the Council of the Insular Government. Where an emergency occurs and the president exercises judicial or administrative actions that are the responsibility of the Plenary Session or the Council, the president is obliged to inform the body in question in the first session held to ratify these actions.
  • The drawing up of the Council’s General Budget.
  • The appointing and dismissal, via Decree, of the Vice-presidents, the Departmental Insular Ministers, the members of the Council of the Insular Government and the Minister-Secretary of this body. The president is also responsible for proposing the appointment and dismissal of the Departmental General Coordinators to the Government Council.
  • Where applicable, the undersigning of documents that serve to formalise agreements reached by the Plenary Session and the Council of the Insular Government with other Public Administrations and the dispatching or written communications addressed to the highest authorities of these bodies.
  • Presiding over the Council of Spokespersons.
  • The appointment of the Presidents of the Plenary Committees.
  • The issue of Decrees and interpretative and clarificatory Instructions relating to the regulations governing the organisation and internal operation of the Insular Council of Tenerife and the Organic Regulations of this body, for subsequent application within the Council.
  • The adoption of the necessary and appropriate measures in the event of exceptional or urgent situations, informing the Plenary Session immediately of any such measures.
