The Island Water Council of Tenerife is the highest entity in charge of water on the island. It directs, orders, plans and manages the different activities related to the complex world of the waters.
The Island Hydrological Plan (IHP) is the basic instrument of hydrological planning, aimed at achieving the best satisfaction on water demands, and rationalising the use of the Island's hydraulic resources, protecting their quality and preserving them in harmony with the environment and other natural resources. Its ultimate purpose is to guarantee the present and future supply of water under the conditions of quantity and quality demanded by society. With these objectives in mind, the Council has the important task of complying with and enforcing the guidelines outlined by IHP.
In order to inform all the people of Tenerife about the contents of the Hydrological Plan, given its great importance and broad interest, in 1997 the Council published an audiovisual series of an informative nature, consisting of 10 chapters of 3 minutes each, which were broadcast in 1997 on six local television channels.

About CIATF
Given the geography of the Canarian archipelago, each of the seven islands is an independent basin managed by an independent water board.
The Tenerife Water Board (CIATF) is responsible for the direction, regulation, planning and management of water in Tenerife.
CIATF is a regional body run by the Council of Tenerife. Its most characteristic feature is that 50% of the board is made up by private sector stakeholders (concessionaires and owners of water resources, farmers, users, businesspeople and unions), whilst the other 50% comprises representatives from government bodies (Council of Tenerife, town halls, Government of the Canary Islands and public service concessionaires).
Functions
The primary functions of the CIATF are:
- Drafting and initial approvals of water plans and actions..
- Overseeing the implementation of water plans and, where necessary, monitoring.
- Granting concessions, authorisations, certifications and other related actions.
- Custodianship of Tenerife's Water Registry and Catalogue as well as registration, cancellation and rectification of rights.
- Management and monitoring of public water and public services governed by the Canary Islands Water Law.
- Policing of waters and waterways..
- Examination of unlawful incidents and the resolution of minor offences.
- Implementation and monitoring of water quality programs.
- Execution of works of the Government of the Canary Islands.
- Setting of prices for water and water transportation in accordance with legislation set by the Government of the Canary Islands.
- Participation in the preparation of plans for water regulation and financing, as well as all other plans related to water in Tenerife.
Competences
In addition to the aforementioned functions, CIATF has a range of other powers and duties, such as:
- Granting of authorisations and concessions for public water.
- Inspection and control of compliance with public water authorisation and concession conditions.
- Valuations and studies, flood information and quality control.
- Study, design, implementation, conservation, running and improvement of CIATAF projects as well as any other project entrusted to the board.
- Definition of objectives and quality programs in accordance with water regulations.
- Provision of all types of technical services related to achieving the specific aims of the board and, where necessary, the provision of guidance and advice to central government authorities, regional governments, local councils and all other public and private entities, including individuals.
Aims and Actions
CIATF actions are subject at all times to the following principles:
- Unified management, comprehensive treatment, water economics, deconcentration, decentralisation, coordination, efficiency and user participation. All as part of proper water planning.
- Respect for water systems and cycles.
- Optimisation of performance of water resources through waterway mobility.
- Comprehensive planning, generally just for Tenerife, to ensure there is a balance between public and private water management, water regulations and the conservation, protection and restoration of the environment.
- Balancing public management and private initiative with respect to water resources.

About the Canarian Water Centre
The Canarian Water Centre Foundation (FCCA) is an independent not-for-profit organization founded to promote the science and technology of water. It was founded on the 14th of December 1988 by the Central Office for Water of the Government of the Canary Islands, the water boards of the seven islands and a number of private companies with interests in water in the Canary Islands.
Functions
La FCCA implements and promotes its own R&D&I actions as well as running projects in cooperation with public institutions and private companies. It also releases publications and organises events related to the science and knowledge of water.
Objectives
Development of inventions and innovative patents for the water sector, as well as the creation of an internationally-renowned R&D centre in the Canary Islands for the development of and research into new technologies for water treatment systems, especially in the area of desalination.
